The problem does not lie with the police, as I see it. They are, in any case, understaffed. In a 'democracy' large as ours, understaffed police force is an inevitable outcome. The problem - the root of most cases of rape, in this country, is traffic. In fact, the root of most of our problems is traffic, and the roads. Assigning blame doesn't serve much of a purpose. It's time to address this problem.
